은퇴청(The Philippine Retirement Authority, PRA)은 1985년 7월 4일 마크코스 전 대통령이 서명한 시행령 No. 1037에 의해서 정부가 소유하고 관리하는 공공단체로 설립되었습니다. 그 후 2001년 8월 31일 시행령 No. 26에 의해서 관리 감독 권한이 대통령 직속에서 투자청 (The Board of Investments, BOI)으로 변경 되었습니다.
또한 은퇴청은 사회 경제적 발전에 박차를 가하고 매력적인 상품을 통해서 양질의 삶을 제공함으로써 외환보유액에 기여하자는 목적을 가지고 외국인과 이전 필리핀 시민권자의 투자, 거주, 은퇴유치를 위해 설립되었습니다.
